When an agency is making a rule, they set the guidelines

from a few weeks to a few months when the

public has the opportunity to leave formal comments,
which the agencies are required to read and consider. After
reading the comments, the agency makes changes to the
rule or regulation that they see fi t, and will publish a fi nal
rule, which, in some cases, the public has another opportunity
to comment on. If there is a comment that sparks a
real concern, the agency can then change the rule as many
times as they need until it achieves the agency’s goal.
Anybody can leave a comment to the Federal Register. To
leave a comment, just go to www.federalregister.gov/, and
either browse the current issues, or look up a rule or regulation
in the “search documents” box on the top right corner
of the webpage. After selecting an issue to leave a comment
on, on the right hand side of the page, there is a link to
leave a comment or you can mail or email a comment
to the agency in authority.
Not many people know about this valuable tool, but it
is one where we can truly have our voices heard.
